In this paper, the basic theory expounded BT model, the project sponsor BT model standing angles, mainly studied the BT mode in bidding phase control evaluation of bidders. The tender evaluation stage of decision-making and operational model as a research study to establish an evaluation system to help project sponsors more effectively determine the winning bidder.1. From the three chronologically describes BT project work to be done before the tender preparation.Firstly, the work carried out before the decision-making should be some definite objective conditions, there are five:(1) complete technical design information; (2) with financial market regulatory system;(3) have a good supervision system; (4) with a number of comprehensive ability of enterprises as an alternative;(5) the project itself should have appeal.Secondly, according to the characteristics of the project itself and its own management characteristics, targeted to select a more appropriate type BT project operation. There are three kinds of commonly used models:the first one is the same size BT mode of construction, the second for the direct construction type BT mode, the third tender for the construction of the second type BT mode. This paper analyzes the operating characteristics and the relationship between the parties to the contract BT three commonly used mode of operation, the project organizers choose to provide help.Third, the analysis needs to be done before the tender decision-making, which includes:(1) the development of the overall project implementation plans; (2) the tender stage and contract tenders division; (3) the appropriate choice of contracts.Finally, a combination of these tender preparations, proposed a four-point precautions when operating decision-making for project sponsors to make reference in the decision-making process.The BT project mode own characteristics and reference a lot of Tianjin existing BT project evaluation methods and system indicators, the Analytic Hierarchy Process to establish the bidding stage into BT mode project tender evaluation index system. First determine the "Select strength, good reputation, low price of the successful bidder for the project sponsor" of such a bid target, this target down layer by layer decomposition includes three criteria layer, 21 selected indicators.3. Apply the "entropy fuzzy matter element comprehensive evaluation" of the three criteria established evaluation index system and the 21 selected indicators of empowerment, to establish a standard protocol Ron, will evaluate each score with a tender document standard solutions, the use of "Hamming approach degree formula" calculated its nearness to the standard bidding documents of various schemes to arrive at the right of the relatively successful bidder for the project sponsor and the project sponsor to cooperate.Study concludes:In this paper, the time node located BT project sponsors tender stage; research perspective is from the perspective of the BT model project sponsors; research project aims to sponsor more objectively and effectively determine the successful bidder; primary outcomes research establish a set of evaluation index evaluation model through a series of scientific evaluation of these methods, and the use of actual cases run, prove its practical feasibility.
