This paper takes the water resources of Shanxi Yangquan Pingding Countyas the research object, and the "three red line" theory of the most strict waterresources management system as the guidance, through theory combining withpractice to explore out a practical new water resources allocation model thatbased on the "three red line".As the condition that although pingding county is rich in waterresources,serious problems such as uneven distribution,low repeat utilization, alarge number of sewage discharge and the serious surface water environmentpollution of,are still very prominent and severe,it is very meaningful and urgentto explore a new water resources allocation model for it.The article try toexplore new methods of analysis of supply and demand of water resources,water environmental carrying capacity analysis, and water resources allocationmodel that based on the "three red line" thory of the most strict water resourcesmanagement system, and use the results of the new model to guide the futuredirection of the water resources management of the region. Eventually to the goal that improving the water use efficiency, surface water environment, andeasing regional water shortage.The main research contents and results are as follows:(1) Take the nano sewage control red line as the constraint,to predict thewater environmental carrying capacity of the region; Take the water use controlefficiency as the constraint, to predict the water demand in2020,2030, planninglevel years, using the norm method, and with the results make an anysis of theannual water demand of present situation and future plans years; Take the Totalwater control as the constraint, to predict the source of water supply in2020,2030, planning level years, using the norm method, and with the results make ananysis of the water resources balance of present situation and future plans years;(2) The article set up a multi-objective water resources allocation modelwith society, economy and water environment as its benefit goal, based on theprinciple of the optimal allocation of water resources principle of the "three redline". Meanwhile, take a calculation and analysis with the artificial fish-swarmalgorithm to the results of various schemes of water resources allocations in2020,2030, planning level years, in Pingding County.(3) Based on the scheme of water resources allocation results, establish thedecision-making evaluation index that on the basis of reference total watercontrol, utilization efficiency of water resources control and surface waterribbon water pollutant limits,and use SE-DEA model to evaluate the differentconfiguration, and to search the optimal allocation scheme of water resources through prioritization, eventually,to point out the direction of the managementabout the water resources in the area.
