Li Peng is the first Prime Minister who has system received hydraulic and hydroelectric professional education in China,he is responsible for the national large-scale water conservancy and Hydropower Engineering Management and construction work. The Three Gorges Project, which is the greatest water control project in the world at preset is successfully completed under the outstanding leadership of Premier Li Peng, and began to play a huge economic and social benefits. In this paper, drawing on results of previous studies,based on the use of historical materialism theory, methods, through the representation of Li Peng’s Three Gorges life, explores his ideas and methods of work,analysis the Causes of Success in Li Peng leading water conservancy engineering technical personnel and builders made the construction of the Three Gorges Project,provides helpful guidance for today’s the construction of water conservancy.
