STCW INCLUDING2010MANILA AMENDMENTS pay more attention to the critical operations. A competency assessment standard, named "The Competency assessment standard for seaman of the People’s Republic of China", is published by the Maritime Safety Administration of the People’s Republic of China ministry of transport. In this competency assessment standard, the assessment of route planning is classified as the focus of the third officer assessment. Route planning is one of the most important missions for the purpose of finishing a safe and economical voyage from start to destination. The familiarity on the knowledge and skills which is related to the route planning and even the operation ability relating to the relevant knowledge of the assessed can be checked by the assessment. And the man, taking part in the assessment, can be qualified by the STCW INCLUDING2010MANILA AMENDMENTS and the competency assessment standard for seaman of the People’s Republic of China.At present, theory test and practical ability test are both included in the route planning assessment in china. Some multiple disadvantages are existed at present route planning assessment, So that the study on the automatic assessment based on electronic navigational chart is proposed in this paper. And this study can provide a fair and balanced platform for student taking part in the exam.A model for auto assessment of route planning based on electronic chart is proposed by this paper, on the base of the outline of route planning which is listed out in the book "The Competency assessment standard for seaman of the People’s Republic of China". According to the standard and model of automatic assessment proposed in this paper, assessment system is built. In order to build the intelligent evaluation mathematical model, both the rating score method and weight grade method are utilized. At last, the automatic assessment system is developed by C#programming language. The correctness and rationality of the model and programming is verified by living example analysis. |
