This thesis is to study the role of safety culture in nuclear safety "defense in depth" of the system and apply the concept of nuclear safety and management system of conventional thermal power plants.This paper describes the concept of nuclear safety culture, the concept of evolution and characteristics of the historical development, systems, processes and building the basic requirements of safety culture, discusses the importance and necessity of constructing nuclear safety culture, and through the organization of construction, system construction staff training and corporate safety culture, as well as nuclear power plants based on self-assessment and external review on sustainable access improvements.In this paper, nuclear safety culture management theory to analyze the shortcomings of conventional thermal power and nuclear safety culture management, combined with Datang Leiyang plant safety management, the introduction of nuclear power, "safety first, defense in depth" concept, and make recommendations for improvement. Through this study, expect the application of conventional thermal power plant nuclear safety culture to improve their core competitiveness, promote the purpose of the enterprise to achieve strategic objectives.
