Water resources are the basic natural resources, hydropower is a renewable clean energy, plays an irreplaceable important role in electric power production in recent years the country further development of water resources, to encourage the development of small hydropower, reconstruction of large scale hydropower station. However, due to the increasingly large power system of hydraulic power regulation and control have higher requirements on the frequency and active power, so the need for the introduction of turbine automatic speed control system, hydraulic turbine regulating system includes the control algorithm of PID part, electro-hydraulic servo system, turbine group, measuring circuit, it is in the front of hydroelectric power equipment level, is directly responsible to the speed and reactive power adjustment. From its role as can be seen, the turbine governor system is one of the core equipment of hydroelectric power, which directly affect the hydropower unit following performance and an disturbance performance index is qualified with the electrical, electronics, the rapid development of computer technology, microcomputer based governor has become mainstream, in addition to its function to accomplish this basic the task unit speed has been greatly expanded outside, especially microcomputer governor can realize all kinds of complicated control functions, the governor has become a multi- function intelligent control system. Because of complexity of the speed control system of institutions, caused by the fault of hydraulic turbine regulating system of fuzziness and randomness and uncertainty increases, a fault often corresponds to a number of factors, which makes the reliability of the whole system is pulled low speed. In the field of modern hydroelectric power, power accident because the speed regulating system of fault caused by the frequent occurrence of these faults, light will influence the efficiency of power generation to reduce capacity, it caused heavy casualties, destroyed the serious accident such as unit. To measure frequency fault as an example, the frequency measurement is not accurate is easy to cause control system overshoot phenomenon, overshoot phenomenon of light will influence the power generation capacity, heavy will cause the power splitting, these faults are to the economic development and the social production has brought great negative effects, cannot be ignored. The fault diagnosis and fault-tolerant control technology with a new way to solve this problem, application of this technology to the hydro turbine governing system can carry on the multi-level, multi angle on the same fault analysis, timely and accurately find fault, fault handling, and can use some fault tolerant mechanisms to speed regulating system to maintain normal operation under fault conditions, this will greatly improve the reliability of speed regulating system, effective in reducing the occurrence of various kinds of power accident.Frequency measurement fault system in the fault diagnosis and fault tolerant control of hydraulic turbine regulating system and dual microcomputer fault tolerance mechanism in the aspects of diagnosis and fault tolerant control approach of fault control system, and the corresponding software, hardware design and MATLAB simulation test.
