Chinese railway has increased speed for six times since 1997. The Beijing-Tianjin inter-city railway, opening on August 1st 2008, turned out to be a world leader in passenger rail operating speed, reaching at the speed of 350km/h. Since then, the development of China’s high-speed railway has grasped world’s attention. However, as high-speed railway enters people’s life, the safety of passengers and punctuality of trains becomes a hot issue. Meanwhile, Efficient and safe operation of high-speed railway is also facing more and more severe test. Commissioning and Testing is the last checkpoint before official operations, which is the key to ensure the efficient and safe operation of high speed railway.Based on the theory of project management, combined with the experience in process of Commissioning and Testing of Beijing-Shanghai high-speed railway Jingjin Rail Link project, analysis on project schedule management, project safety risk management and project quality management of Commissioning and Testing are conducted respectively. In terms of project schedule management, contents and concepts of project are integrated and workflow and arrangements of the project are summarized. Tracking and controlling the project as planned by using the dynamic monitoring method. Through the study of the project security risk management, the research identifies the risk in four aspects:Time, Space, Equipment and Personnel. Furthermore, various degrees of safety according to different stages of the project are also assessed in deep. Regarding to project quality management, making sure of quality objectives and phase plan, as well as taking effective measures to ensure the quality of implementation are analyzed. Therefore, quality problems would be found in time and effective solutions could be made. Finally, the project objectives integrated management approach is used, analyzing the relationship between project schedule management, security risk management and quality management. With the use of project objectives integrated control by step method, the study makes the above three integrate and unify so that ensuring the delivery of the project in time with high-quality, low-risk, efficient and safe.
