With the rapid pace of urbanization in China and expanding the size of the urban population, in many countries there is a widespread concern over the issue that the public is hard to ride and travel. Depending on the advantages of low energy consumption, low pollution, large capacity, fast speed and high efficiency, the rail transit has been the rapid construction and development in the world. In the rail transit planning and construction of the city, how to use the appropriate funds to construct a suitable type of rail transit in a short time is a question worth considering. China’s rail transit construction and operation are mostly relying on the state financial subsidies.Blindly rail transit construction not only exerts burden on state finance, but also causes the waste of the various resources. So each city should be different according to its own characteristics in order to choose the suitable type of rail transit. This dissertation is based on the background of mountainous central cities, to evaluate the technical and economic indicators of its rail transit’s type in an objective and reasonable way, in order to provide a theoretical reference for the construction of rail transit.Based on the research of scholars, through a comprehensive analysis of various theories and the actual situation, this dissertation firstly describes the concept of rail transit and mountainous central city, analyzes the characteristics of travel demand in mountainous central city, then builds an evaluation model according to the theories of technical and economic evaluation and value engineering to evaluate the type of mountainous central cities’ rail transit system. The evaluation model first does the program primaries according to the theory of standrad rail transit primaries. Then combined with the characteristics of rail transit, the evaluation index system from three aspects of technology, economy, society is established. And then using the AHP and the entropy weight method to assign the weights of the index system with combination of subjective and objective.Finally, the programs are evaluated by means of technical and economic evaluation method of value engineering.This dissertation, finally, took a typical mountainous central city—Chongqing as an example, selected on the 1stline and the 2ndline for example, the actual data into the comprehensive evaluation model, the model was solved. The results show that the 1st line for subway system and the 2ndline for monorail system, which is more consistentwith the actual situation. This conclusion provides a certain reference value for other mountainous central cities in the choice of rail transit system’s type.
