With the rapidly development of China’s inland water transportation,the density of the traffic and tonnage of ship are increasing. But with the development of large ships, navigation safety is seriously threatened. The scale of Some bridges are Insufficient, some of the ships are superelevation, some of the ships are super draft, some of ships are illegal voyage and so on. These problems not only bringed great pressure to the maritime sector regulation, but also seriously affect the safety of the ship navigation.For the main trunk inland waterways, including the Pearl River, the Yangtze River, Heilongjiang River and so on. We do the research, and then we describes the status of each navigable river and the current regulatory means. At last we analyzes the main problems.For bridge divide waters vague general problem, according to the ship’s handling characteristics, we improved the method of partitioning bridge area waters, the waters will be divided into three parts, prohibited area waters, controlled waters, dangerous waters. Combined with the main problem in the presence of ship navigation, and the regulatory needs, we designed the bridge area safe navigation of ships detection system. The detection system consists of four parts, they are the headroom scale detection subsystem, the ship’s draft detection subsystem, speed, track monitoring subsystem, regulatory command center subsystem.Ships height measurement subsystem is an important part of headroom scale detection subsystem. Measure the height of the ship and prevent superelevation ship through the bridge area is very important to the navigation safety. In this paper, the existing altimetry methods were introduced, and then analyzed the shortcomings of the limit altimetry and the binocular vision altimetry. Analyzed on the basis of the existing methods, and duo to the ship’s actual characteristics altimeter, a method based on the calibration object was proposed. the method was based on binocular vision, combined with the calibration point of information, location information of the ship, used the space geometry, calculated the height of the ship. Using this method, we designed the system to measuring the height of the ship and described the system software.Finally, through simulation experiments to simulated the ship height measurement system. Then combining altimetry subsystem, Analysis the error of the altimetry system may have.at last, proposed the solutions to reduce errors.
