Xiao River is the second largest tributaty of the Fen River, which belongs to Yellow River and was located in the western foot of Taihang Mountains. The Xiao River orginates from MadaoLing, Xiyang County, Jinzhong City, with a full length of147kilometer and an area of3,894square kilometers, flowing through several counties like Heshun, Xiyang, Shouyang, Yuci, Xiaodian, and Qingxu et al., joining the Fen River between Luoyang and Nanma in Xiaodian District. With the rapid development and improvement of social, economic and quality of life of citizens within the scope of XiaoRiver in all aspects, the demand for water quality is also increasing, making the Xiao River water issues become increasingly prominent. Therefore, the investigation of sustainable water resources utilization of Xiao River is of great significance for the social and economical decelopment among the Xiao River Basin.This paper conducted in-depth anylysis of the characteristics of the basin’s water resources, supply and demand status, water supply and demand balance, development and utilization and some other existing problems, according to collected relevant obsercation, experiment, survey research data snd reports. Besides, based on the comprehesive analysis of Xiao River water resources, this paper also proposed effective and high-integrative technologies as to the sustainable utilization of water resources in the Xiao River. The main contents are listed as follows:(1)This papar outlined the characteristics of China’s water resources and the problems existed in the utilization; anylised the domestic and international system of the sustainable water resources and the meaning and principles of sustainablity, laying the theoretical foundation for future research;(2)Briefly analysed the entire overview of the natural environment, socio-econimic development situation and the development and utilization of water resources in Xiao River. According to the different departments within the basin agricultural water, industrial water, domestic water,we forecast water demand situation, and analysed water supply and demand balance. The total water requirement is20.73million m3under50%guaranteed rate in current year, available water resources is15.89million m3. The rate of water scarcity is23.3%under50%guaranteed rate,39.9%under75%guaranteed rate. It can be seen that the current water supply and demand in Xiao river basin has been very uneven, the demand is much greater than supply, showing supply and demand contradiction;(3)Combined with the actual situation in the process of water utilization, we analysed the problems existed in Xiao River water resources. In order to achieve the sustainable utilization of water resources in Xiao River, we proposed a series of water usage measures as follows:1)to save irrigation water through agronomic techniques, engineering, and management techniques;2) To achieve the sustainable use of water resources through efficient measures including opening water resources, saving water, and staw mulching etc.;3) To promote the integration of urban and rural water supply vigorously;4) To increase diverse water input;5) To promote water conservation through technological innovation and technical support.This paper analysed the current situation of water resources in Xiao River, proposed relevant measures as to the sustainable utilization of water resources, providing a useful reference for the sustainable development of the region’s water resources and socio-economy, possessing important theoretical pratical significance.
