With the rapid growth of wind power installed capacity of Inner Mongolia, the contradictions of limiting wind farm’s outputs is increasingly prominent, so that the wind power peaking load regulation problem need to be solved. For the current severe problem of "limiting wind farm’s outputs", the combined peak-load regulation of wind-pumped storage model is one of the most effective solutions. However, because on the one hand, there are about25%energy loss in the operation of the pumped storage power plant, on the other hand, the generating price of wind power in mengxi grid is0.51¥/kWh,while the generating price of pumped storage power station is not more than0.4¥/kWh, therefore, the combined model wouldn’t have been running economically in the area without peak-valley price system. Therefore, the combined peak-load regulation mechanism is studied to solve the existing problem and achieve a win-win situation.First of all, it studies the situation of limiting wind farm’s outputs as well as the main consumptive measures across the world, analysis the operating characteristics of wind power and the operating model and efficiency evaluation of pumped storage plant in Inner Mongolia, summaries that the key issues of the combined model facing is that the current existing generation price regime and the lacking of benefits compensation mechanism towards the pumped storage plant. Moreover, based on the existing generation price regime in Inner Mongolia, considering various practical factors, three different compensation mechanisms which based on ancillary services, contract for difference and renewable energy development fund are proposed so as to solve the existing problem of the combined peak-load regulation of wind-pumped storage model. The study reached the compensation standard of the three mentioned mechanisms, as well as the conditions and results of all sorts of pattern. Firstly, through adding wind power and pumped storage plant to the ancillary services, improving the standard of compensation for pumped storage station, the existing problem could be solved, but the total ancillary services costs would be increased at the same time. Secondly, in the framework of contracts for differences, it analyzed the fluctuation range of pumping price among wind power enterprises and pumped storage station, and discussed the possibility and problems to achieve the win-win situation. Thirdly, it studied the function as well as the problem of the compensation mechanism based on renewable energy development fund towards the combined model. Finally, according to the various problems encountered in actual, a combined compensation mechanism which consists of the three compensation mechanisms mentioned above is put forward then to achieve the win-win situation.In summary, the three compensation mechanisms, which based on ancillary services, CFD and renewable energy development fund all can solve the existing problem in some degree, but when considering the actual conditions, there may be some constraints and problems. The combined compensation mechanism can not only overcome the shortcomings of single-well model, but also solve the existing problem preferably; the versatility is well then; besides, it has theoretical significance and practical value as well.
