With the rise of water pollution incidents, people come to pay attention to drinking water allocation problems in water pollution incidents. As an important part of emergency management of water pollution incidents, drinking water allocation problem has been one of the hardest problems for emergency command office to solve. For the reason, human body needs a certain volume of water in a certain period, and the allocation needs to satisfy cycle demand. Besides, for the bad influence of water pollution incidents always keeps existing for a long time, the allocation is a multi-periods problem. In the former research on relief allocation, few people analyzed the relief demand character and did their research base on the character, and few people did the research on multi-periods problem. So we need to research on drinking water allocation problem in water pollution incidents, and it is a significant work for the emergency management in water pollution incidents.Base on lots of analysis on relief allocation problem and emergency management problem in water pollution incidents, this paper conducts an in-depth research on drinking water allocation problem in water pollution incidents. The major works are listed as following:(1) We catalogue the drinking water allocation problem in different backgrounds. We analyze drinking water demand character, supply character and the relationship between demand and supply in4different scale water pollution incidents, and we divide different scale water pollution incidents into2scenarios basing the analysis. And we refine the drinking water allocation problem in these2scenarios.(2) We propose a method to deal with drinking water allocation problem in level-IV and level-Ⅲ water pollution incidents. We clarify and describe water demand character, supply character and the relationship between demand and supply in level-IV and level-Ⅲ water pollution incidents. And we build a drinking water allocation model basing on these characters and relationship. Finally, we get a clear, effective, feasible drinking water allocation plan through the solution of the model.(3) We propose a method to deal with drinking water allocation problem in level-Ⅱ and level-Ⅰ water pollution incidents. We clarify and describe water demand character, supply character and the relationship between demand and supply in level-Ⅱ and level-Ⅰ water pollution incidents. And we build a drinking water allocation model basing on these characters and relationship. Finally, we get a clear, effective, feasible drinking water allocation plan through the solution of the model.The approach proposed in this paper enriches the theory and methodology of emergency management problem in water pollution incidents and relief allocation problem, and has a nice guidance and reference significance for the relief operation in water pollution incidents in real-life.
