Block Che 40-44 of Dongfenggang oilfield is currently in the region of the middle stage of the development of the oilfield. Due to the different time of production in the different regions, the degree of development is not alike. There are some problems in the process of the development, such as low pressure of the reservoir, insufficient fluid volume of the oil wells, and the rapid decline rate of the production. In order to ensure that the development is smooth and efficient, it is necessary to study the geological characteristics, dynamic analysis and the development effect evaluation of the region to find the reasons and factors, which have affected the current status of the development. So that technical strategies can be proposed to make effective plans and the adjustment measures.By analyzing the static and dynamic data of the reservoir, problems can be found in various aspects, such as interlayer distinct differences, imbalanced degree of reserve recovery, low single well productivity, low oil recovery rate, high water flooding, a number of non-production and water-injection halted wells, long time of the well shutting, low injection-to-producing-well corresponding ratio and extremely uncompleted injection recovery, which increase the difficulty of the oilfield development. The target bed is the top of Lower Es3 Reservoir. It developed lake gravity flow turbidite fan sedimentary system. The main factor of controlling the distribution of oil layer is lithology.The development of sand body is poor. And sand in the oil layers distribute scatteredly. The sand developing area is small, lenticular, fan-shaped. And variations of the thickness are very rapid laterally.Bad plane heterogeneity and weak-connectivity brought some trouble to the water flooding development. In this paper, the study area is partitioned to three well areas. In the light of geological and development characteristics of the three well area, problems can be found. On the basis of reservoir engineering analysis and numerical simulation, conclusion of this research indicates that the north of the west block is developed most effectively and the east block has enrichment of remaining oil horizontally. In the light of different geological characteristics, varing degree, thin thickness, few main oil layer, and poor residual recoverable reserves controlled by individual well, imperfect injection-production system of east well area and so on, the next technical strategies included adding perforation and continuation of water injection are proposed in order to improve the development level of the oil filed.
