An Idea Of Water Emission Trading System

Currently, the problem of water pollution has been paid attention by governments around the world. Many governments have introduced a series of laws, policies, means and methods to control water pollution. Therefore, the problem of water pollution has eased to some extent, but it is still grim, especially in developing countries. This work began late in China, and domestic researchers are lack of comprehensive environmental resource, so the development of environmental resources as a tradable system of resources related to the behavior of the market economy is low in China. There also has many problems to be solved in practice.Therefore, in this paper, we have done a research on the water pollutants emission permits market rules and methods, and analyzed the present situation of water pollutant emissions trading, and in the middle and lower reaches of the Yellow River basin as an example to present a idea about the water emission trading system. Theoretical analysis of the water emissions trading mainly includes the concept of emissions trading, the system of tradable permits and pollution charges system comparison and integration, concentration control as the change of total amount control, the basic principle of emissions trading and the evaluation of the emission trading system; The analysis of water emissions trading market rules, including water emissions trading market rules and the structure, water emission standards of measurement and emission of the initial distribution; the way of water emission permits trading and its regulation is mainly from the water to allow the implementation of emissions trading of audit, the determination of water price of sewage’s discharge right, emissions trading patterns, water emissions trading program and regulation of tradable permits, etc. Finally, the idea of the middle and lower reaches of the Yellow River basin water pollution rights trading market, including the water emissions trading model and emissions trading legislation and its practice.
