The United Nations established the Millennium Development Goals (MDGs) in2000.So far as more than10years have passed, MDGs have made a great contribution to poverty reduction and human development.However,owing to the poor overall progress, unbalanced regional development and uneven progress goals, all types of global organizations including the United Nations, almost all hold a pessimistic attitude toward the result of MDGs. Studies suggest that,the unreasonable design and the changes in global situation, both raise the failure of MDGs to some degrees.Since MDGs will expire in2015, the post-2015development agenda becomes a key topic to international community. Sustainable Development Framework,which was proposed in the United Nations Conference on Sustainable Development (Rio+20) in June2012,has gratually become the mainstream of global development agenda after2015.The formulation of SDG needs to follow the order as: areas, targets and indicators, and should be based on MDGs, led by the United Nations and commited to technology improvement.The relations between them should be known as "SDG comes from MDGs"and "SDG belongs to the post-2015agenda".To reform,SDG shall be in accordance with the three dimensions of sustainable development, to take the changes of globle situation into account and to pay more attention to the regulatory mechanism.As the largest developing country, China has done a good job in achieving domestic indicators of MDGS,as well as in the field of foreigh aid. Meanwhill, China keeps a clear stance on the item of SDG----On the one hand, China keeps full courage to take responsibility; on the other hand, China stresses the view thaf“Poverty reduction comes first".
