In January2011, Beijing Municipal Government promulgated the “Twelfth five-yearplan”. It clearly pointed out:"building Beijing into the national innovation center, continue topromote the competitiveness, provide better service to regional and national innovation”. Inthe modern economic society, technology and finance has become the most active two majorfactors. Promoting the combination of them is very important for building aninnovation-oriented socialist country.The small and medium-sized enterprises greatly promote scientific innovation andprovide the most employment opportunities. But high-tech SMEs prevails "high-risklight-assets" features. Traditional indirect financing channels are hard to meet fast-growingdemand for funds. For effectively solve these problem, Beijing raised the concept ofdevelopment of technology finance. After several years development, in capital, TechnologyFinance has made significant progress. The Progress includes6factors: financial resources ofscience and technology, venture capital, technology and capital markets, loan of science andtechnology, science and technology insurance, financial environment science and technology.But it also exposed a lot of problems.This paper has summarized the international experience of technology financial, andcombines Beijing development of technology financial. It also analyzes its features andproblems. Then Suggestions are put forward from eight aspects: organization and leadershipsystem of technology finance, policy system of technology finance, functional district oftechnology finance, Credit system of technology finance, Zhongguancun industry chain oftechnology finance, trading system of technology finance, financial capital withdraw channels,Culture atmosphere of technology finance. Finally, this paper specifies a detailed strategicobjective for the future development of technology finance in Beijing.
