With the trend of the world economic integration growing and the international economic life，the economic ties between countries are no longer concentrating in traditional areas of circulation but expand quickly in the production areas. We know the economic ties is based on the previous simple commodity exchange that are no longer fit in the development of modern society, the configuration of combinative production factors instead of the previous simple commodity economic ties. In the world the most active and interesting economic behavior is the international movement of capital. After the Eleventh Central Committee of the Communist Party of China the third plenary meeting as China’s reform and opening to the world，attracted more and more foreign investment in China one after another. Now, attracted investment is an important measure to economic development in every province. At present, the local government puts the investment promotion and capital introduction as a major measure to promote the development of provincial economy.Chengdu-Chongqing economic zone as a major concentration area of population，urban, industrial in the western region in our country, is a leader in the western region to speed up development, enhance the level of inland open, key support to enhance the national comprehensive strength, and in our country’s economic and social development has an important strategic position. Chengdu-Chongqing economy as leader of the western region, while in terms of utilization of foreign capital good trend of rising year by year, but the domestic investment environment and favorable economic zone there is a big gap. Therefore, based on the investment environment of Chengdu-Chongqing economic zone as the research object to promote its economic development is of great theoretical significance and practical significance.Based on the analysis, on the basis of the main factors that influence the investment environment, in line with the importance, comparability, scientific, systematic, dynamic, the principle of measurability, established the evaluation index of Chengdu-Chongqing economic zone investment environment system, respectively from the economic environment, infrastructure, social environment and the government administrative factors four aspects were analyzed.By comparing the Chengdu-Chongqing economic zone and the Yangtze rivers delta economic zone, in2011the national average level in the economic environment, infrastructure, social environment and other aspects of the data, know the investment environment of Chengdu-Chongqing economic zone behind the Yangtze rivers delta economic zone as a whole. Chengdu-Chongqing economic zone with poor investment environment factors is the level of economic development, industrial structure is unreasonable, weak infrastructure, science and education lags behind that of the Yangtze rivers delta economic zone that needs to improve quality of the labor force, etc. Therefore, to improve the investment environment of Chengdu-Chongqing economic zone, should from the adjustment of industrial structure, strengthen infrastructure construction, improve the residents’ living conditions, increasing science and technology support, to improve the quality of the laborers.By using the principal component analysis to Chengdu-Chongqing economic zone inside cities, and counties from2007to2011the elements of the data analysis, it is concluded that the Chengdu-Chongqing economic zone ranking all the elements of cities, counties and the comprehensive ranking, which shows the Chengdu-Chongqing economic zone internal investment environment is serious unbalance, Chengdu, Chongqing urban "dual-core" position is very outstanding, is much better than the surrounding counties. In addition, deduce the economic factors and infrastructure investment environment of a city’s influence is most prominent. So to improve the investment environment of the city, the first job is to promote economic factors and infrastructure level of two indicators.
