Regional economic integration is a necessary in the process of the countries’ economic development, it is the result of the national economic space role and economic development. Currently three regions’economic of China are developing rapidly, regional scope has been expanding. But with the development of regional economic, human resources issues have been more prominent. Although the overall quantity and quality of human resources in the three regions is better, but internal differences are still large. How to achieve regional human resource collaborative development affects human resource levels in the region, and ultimately affects the entire region’s economic development. However, current research on the area of human resources development are mostly about qualitative research, and more focused on the micro-level enterprises, empirical research on human resource development is also more emphasis on cost-benefit terms, empirical research on human resource collaborative development degrees are less.Therefore, this study aimed to explore the factors affecting regional human resource development and measure the development degree and collaborative degree in the process of regional human resources development. The research’s purpose is to achieve the following objectives:1, Study the factors of influencing regional human resource development from health care, formal education, job training and mobility areas, and screen the factors with principal component analysis.2, Measure and compare the human resource development degree and the collaborative degrees using factor analysis and collaborative model.3,Put forward corresponding countermeasures and suggestions on the municipalities’development of human resources based on the results of quantitative analysis.In this paper, an index system to measure the level of regional human resource development has been built and regional coordination degree model has been introduced. This article analyzes the level of human resources development of Yangtze River Delta. According to the research findings, we propose the path to enhance the Yangtze River Delta regional human resource collaborative development. Conclusions of this study show that although the Yangtze River Delta area’s human resource development level are higher, but there are significant regional differences in the level of human resources, Conclusions of this study show that although higher in the Yangtze River Delta area of human resources development levels, but the Yangtze River Delta region are quite different level of human resources development, in which Zhejiang Province’s the level of human resources development is highest, Shanghai is followed, Anhui and Jiangsu provinces’ level is lower. Human resource development levels is quite different among the provinces, as well as the city’s internal differences. The cities’ synergy degree is significant differences. Most city’s three subsystems of human resources development is relatively balanced, but some cities’ subsystem synergy degree are not, which would let the function of human resources development systems can not be fully realized. From the perspective of the three provinces and one city, Zhejiang and Shanghai’s collaborative degrees is high, Anhui and Jiangsu provinces’collaborative degrees is lower. As enhancing regional co-development of the human resources is a long and complex process, in order to enhance collaboration in the area of human resources level, we should give full play to the role of macro-control and configure the role of the government market, increase formal education and job training efforts, enhance the level of health care, good protection related systems of population movements.in addition, regional governments should strengthen exchanges and mutual cooperation, and jointly promote the human resources collaborative development of the Yangtze River Delta area.
