China took part in carbon emissions very early, but review the past efforts, we find that our hard working has encountered a bottleneck. After2013, the first period of Kyoto protocol has ended, China made his promise to reduce carbon intensity45%than2005. Either to solve bottleneck, or to ensure completing the promise, It is imperative to implement mandatory carbon emissions, Carbon emission quota allocation is an important and basic part in this action. Regression analysis based on national data of energy consumption and GDP, show, that China is on the second half of the Kuznets curve:Chinese carbon intensity is reducing with economic growth. It means China may reduce carbon intensity without slowdown his economic growth, even take advantage of economic growth to accelerate carbon intensity reducing. The panel data model analysis based on energy consumption and GDP data of30regions workout the Kuznets curve for every regions. Under a appropriate hypothesis of economic growth, the Kuznets curve educe the carbon intensity in2020of the30regions and. After compare the result of the panel data model with Chinese reduction commitment, and evaluate the reduction potential of30regions, we distribution the carbon emissions quotas to the30regions. After sum up the problems met during the analysis, we try to make our advices on Carbon emission quota allocation, hoping to be useful.
