Hunan Science And Technology Infrastructure For Problems And Countermeasures

No matter with in concept or in corresponding system design,"Facilities and Information Infrastructure for Science and Technology" both had obvious Chinese feature and matured with each passing day, but undoubtedly from the perspective of public administrative theories it had an extraordinary important theoretical value and practical significance to systematically research construction, operation and its problems, especially advanced some effective countermeasures and suggestions on facilities and information infrastructure for science and technology in Hunan province,for through realizing rational and optimizational allocation of technology resources, effective sharing, in order to actively promote regional science and technology innovation, the "four modernizations","two types of construction" in Hunan province.Firstly, platform, national facilities and information infrastructure for science and technology and its features, construction of facilities and information infrastructure for science and technology in Hunan province were some core concepts in this dissertation; theories on sharing and public product were a theoretical premise and logic foundation. Secondly, its construction actuality was reflected from three aspects of the existing survey, distribution, management system and operative mechanism; it was found that there were many concrete problems need to be solved imminently in the process of construction through questionnaire and analysis of the basic situation construction of facilities and information infrastructure for science and technology in Hunan province. Lastly, only systematically started from the three aspects of setting up a right idea of platform, strengthening management system of platform, structuring sharing mechanism of platform, its management system and operative mechanism could be optimized.
