Rural governance refers to how to govern Chinese rural area, or how Chinese rural area could exercise self-governance to achieve orderly development of rural society. There’re increasingly close relationships between rural governance and law in the current context of building socialist rule of law. On the one hand, to maintain rural order relies more and more on law because of social changes and rural governance can constitute a research perspective of the action of law. On the other hand, the particular processes, mechanisms and consequences in which law is implemented are also important to rural governance. From certain points of view, the degree of democratization of rural governance not only has a direct effect on socialist political democracy, but also is a vital criterion to measure whether our socialist country under the rule of law is really established. Over thousands of years in Chinese history, the ruling class made various rural governance attempts. After the founding of People’s Republic of China, rural governance model underwent several adjustments. The current governance model has been in practice for more than20years and furthered Chinese grass-root democracy greatly. With the profound changes caused by acceleration of economic and social transformation, there are some problems in the existing model to be solved. This dissertation elaborates current rural governance model in detail from five aspects:historical evolution, practice in modern history, establishment of the current mode, and impacts of profound changes in economy and society, and problems of the current mode. The aim is to put forward suggestions for highlighted problems nowadays.The first part is historical evolution, which describes rural governance model ofdifferent periods from the Xia and Shang Dynasties to the Sui and Tang Dynasties, the Northern Song Dynasty to the Ming and Qing Dynasties, and from the founding of the People’s Republic of China on. Besides, the part analyses the gains and loss of different periods.The second part is practice in modern history, which elaborates and analyses the critical stages such as Liang Shuming’s reform in Zou Ping and Laixi Conference. These stages had far-reaching influence in Shandong.The third part is establishment of the current mode, which analyses current rural governance mode based on the description of evolution of guidance policies of central government and Shandong Province on the recent elections of two committees of villagers.The fourth part is impacts of profound changes in economy and society and problems of the current mode, which elaborates the profound changes which take place in rural society with rapid transformation of economy and society nowadays, and analyses the impacts these changes has brought to current rural governance.The fifth part is suggestion, which focuses on the current problems and put forward seven suggestions such as strengthening rural grass-root organizations, promoting the transformation of functions of township government and furthering construction of rural management personnel. The aim is to initiate more experts to pay close attention to rural governance.
