With industrialization and urbanization accelerating and urbanconstruction land expanding, serious conflict between environment protection andeconomic growth arises in the issue of land-use. Therefore, It is very necessary to takeland use planning into consideration in managing reasonable extension of urbanconstruction land and to maintain the security of using ecological land and regionaleconomic development as well.This paper aims to how to build a mode of constructive land expansion whichcan keep a balance between ecology and economy. The guiding ideology is“anti-planning”. We take An County,Mianyang as a study area and build acomprehensive regional landscape security pattern to explore expansion mode of theurban construction, We hope this study could provide guidance for government land-useplanning.(1) Build flood security pattern、water and soil conservation security pattern、biological protection security pattern、local cultural heritage security pattern andrecreation security pattern to maintain the study area’s ecological service function.(2) Build regional comprehensive landscape security pattern and ecologicalinfrastructure. We can designate the high-altitude mountain, forest resources andFujiang River in the northwest of study area as the ecological source region, and hillyregion、reservoir surface and farmland as the important patch. Through the water system,roads and other linear features, we can build biological protection corridor、local culturecorridor and recreation corridor, divide regional ecological infrastructure into High、Medium, Low and None, four security levels, and clearify the geographical scopes andrelationships of the ecological infrastructure.(3) Integrate the four levels of the ecological infrastructure with urban constructionlands and remove the basic farmlands and river systems. The range of “None” securitylevel is considered as the range of ecological priority expansion mode; this mode is ableto provide564.32ha of renewed construction lands. The range of “None” security level, as well as “High” security level are considered as the range of eco-economic typeexpansion mode; this mode is able to provide1123.45ha of renewed construction lands.The range of “None” security level,“High” security level and “Medium” security levelare considered as the range of the development mode of economic priorities range; thismodel is able to provide5342.09ha of renewed construction lands.(4) Based on the current round of land use planning and the characteristics of theresearch area, eco-economic type expansion mode is the most appropriate mode. Underthis mode, the region of “None” security level is labeled as the highest prioritydevelopment region, the region of “High” secutiry level is labeled as the permitteddevelopment region, the region of “Low” security level and farmlands are labeled as thedevelopment region with restriction or prohibition. This classification will help thegovernment to reach the goals that are required by the current round of land useplanning, with the compliance of the ecological protection requirements of the principleof sustainable development.
