Facing the increasingly serious environmental problems, international cooperation all over the world is stepping up in order to improve the living environment for the human. Low-carbon economy is a generally recognized economic development and environmental protection mode, because it can increase energy efficiency, and promote technology innovation in order to save energy and protect environment with lower carbon emissions, which is in accordance with the pursuit of enhancing environmental quality. China, produces large amount of carbon emissions every year, wants to improve itself in consideration of the ecological environment and the image of a responsible big country. So China actively participates international cooperation and made a strong commitment to reducing carbon emissions. Governments use economic, legal, administrative means for the construction of low-carbon economy, such as the development of energy conservation laws and regulations, the adjustment of industrial structure, supporting the technological innovation, involving in low-carbon environmental advocacy, which will form a low-carbon economy pressure for enterprises:changes in national laws and regulations, industrial restructuring, scientific and technological upgrading, consumers low-carbon consumption concept. Manufacturing industry which produced the highest carbon emission faces big pressure of low-carbon economy.For these manufacturers, how to transform to low-carbon strategy successfully in order to survive and develop is a theoretical and practical issue that should be solved immediately. In this paper, we combed through the strategic transformation and low-carbon economy literature. And we put forward theoretical assumptions of strategic transformation motivations for manufacturing enterprises in the context of the construction of low-carbon economy based on the literature that we’ve combed:pressure dimension and capacity dimension. We processed the questionnaire data by regression analysis which verified the theoretical assumptions. Finally, according to strategic transformation motivations under the pressure of low-carbon economy manufacturing enterprises are facing:pressure and ability,we divided manufacturing enterprises into four types:pressure-oriented, capacity-oriented development, stability. According to these four different types of enterprises, we proposed strategic transformation path for manufacturing enterprises.
