Since the beginning of the new century, especially in recent years,the world has shown two obvious features, which are economic globalizationand technological globalization. Nowadays, the economic linkage betweencountries has become much closer. As a result, the supporting role ofscience and technology for economic and social development is growing.International cooperation in science and technology has become one of theprimary means for a region (or a city) to enhance the capability ofindependent innovation.Guangzhou is the third largest city of China, and the capital ofGuangdong Province, whose level of economic development has been amongthe forefront of China. However, the capability of independent innovationof Guangzhou’s international scientific and technological cooperationis still in its infancy, which is not commensurate with the level of itseconomic development. This thesis reviews the current situation of theinternational scientific and technological cooperation researches athome and abroad, selects the relevant indicators in Guangzhou and othersimilar cities for contrast, and then analyzes the urban competitivenessof Guangzhou’s international scientific and technological cooperationby factor analysis and cluster analysis, which comes to a conclusion thatGuangzhou is relatively strong in its competitiveness, but weak in itsknowledge soft input, as well as the output of its internationalscientific and technological cooperation. Then from a macro perspective,the paper analyzes the space distribution of Guangzhou’s existinginternational scientific and technological cooperation carriers, whichcomes that those are mainly disperse in the periphery of the core area,and the correlation and radiation between each other is not strong.Furthermore, the new international scientific and technologicalcooperation exchange center would produce a great driven and radial impacton the existing carriers. Then the location and function of theinternational scientific and technological cooperation exchange centerare also analyzed. On these basis, from a micro perspective (the main partof the international scientific and technological cooperation), the paper analyzes the existing international scientific and technologicalcooperation mode, which comes that the leading restrictive factors of theexisting mode are talent factors, carrier factors, policy factors, andinstitutional factors. Afterwards,6kinds of international scientificand technological cooperation mode have been put out, including theDeepening “Dumbbell” mode, Selective of Reverse R&D outsourcing mode,Mixed-oriented Cooperation Mode, etc. According to these modes, fivekinds of mechanism including Radiation Driven Mechanism, DominantMechanism for Sub-areas, etc. has been put forward. Finally, accordingto the analyze results, some suggestions on international scientific andtechnological cooperation have been raised, which include developing newcarriers, expanding the carrier platform capabilities, and enhancing theachievements industrialization rate.Guangzhou’s international technological cooperation is an importantway to enhance the capability of its independent innovation, and nowadaysGuangzhou already has the conditions to carry out the cooperation.Although some problems are still inevitably existed, Guangzhou shouldactively participate in the international cooperation in science andtechnology. And speed up its pace so as to achieve the goal of supportingeconomic and social development by science and technology.
