| Domestic and international experience has shown that the amount of accumulationchanged to optimize the structure inevitably industrial economy after conducting someprimitive accumulation. Optimize the structure and stimulate the inner life force through thedevelopment of leading industries for the economy to break through the limitations of theoriginal pattern to the high-level forward. Enhanced constraints of resources and environment,it is required to take a new road of industrialization for China. Now Xinjiang is in a goodperiod of leapfrog development, choosing the leading industry correctly can not only drive thedevelopment of related industries, but also form the clusters of leading industry further, whichhas the important practical significance for speeding up the new industrialization process.The16th Party congress report of China clearly pointed out that the present stage of chinashould take the road of new industrialization. This strategy put forward new requirements forthe choice of the leading industries which would driven the region’s economic development.To accelerate the process of new industrialization is a major strategic plan of the XinjiangWork Forum of central people’s government, the Conference of Central Economic Work andthe ninth and tenth of seventh Plenary (enlarged) meeting of regional party committee. Newindustrialization must put as the first impetus to stimulate and promote agriculturalmodernization and the coordinated development of new urbanization, take the newindustrialization road which is the high scientific and technological content, good economicreturns, little environmental pollution, low resources consumption and human resourceadvantages into full play. At present, the economic development of xinjiang is facing anunprecedented opportunity: the country attaches great importance to xinjiang’s development,not only policy financial support of the Central Government, but also give more counterpartsupport of the19provinces and cities. The correct choice of the leading industries play anparticularly important role for xinjiang to make good use of these opportunities to further theimplementation of sustainable development and new industrialization strategy.In order to better highlight the importance of leading industry selection to the newindustrialization of xinjiang, this paper has first taken the empirical research on thedevelopment of industry over the past two decades by means of the measurement model inxinjiang, we could see the existing problems of industrial development from the analysis ofthe results, thus that the choice of leading industry based on the process of new industrialization is necessary in xinjiang; Secondly, in this paper, the leading industry and thefoster leading industry are selected by the model of Weaver-Thomas and the method ofcomprehensive analysis based on the building of the index system of leading industryselection in the process of new industrialization. Point out Xinjiang should focus on thedevelopment of the oil industry, power industry, chemical industry, ferrous metal smelting androlling processing industry, ferrous metal mining industry, pay attention to foster the electricalmachinery and equipment manufacturing industry, mining industry, plastic products industry,textile industry, and non-metallic ores, gas production and supply industry, special equipmentmanufacturing industry,non-ferrous metal smelting and rolling processing industry andgeneral equipment manufacturing industry at this stage, and as much as possible to extend theindustry chain to form the dominant industry clusters which have a certain advantages; Finally,this article put forward the feasibility ideas and countermeasures to promote the developmentof leading industry and the dominant industrial clusters in the process of the new typeindustrialization in xinjiang through the summary and analysis of the above. |
