Chinese rural cooperative medical care system has enjoyed a history of more than60years since it was established in1950s; while it began to fall into decay in1980s after achieving rapid development for several decades at the earlier stage. In2003, the State Council conducted a trial work on the new rural cooperative medical care system in selected cities or counties of different provinces; and in2010, it was carried out gradually through the whole country. Considering that more and more problems on the application of the new rural cooperative medical care system appear in Wujiang District, this thesis will provide an analysis on the existing problems from six aspects by combining the methods of historical review and evaluation on current status, field investigation as well as qualitative and quantitative analysis. Firstly, supply of relevant qualified personnel in the district is still insufficient. Secondly, formulation of the policy in this field is not rational enough and moreover, the cooperative management office of Wujiang District’s management on the medical fund is far from being sound. Thirdly, the medical institutions in this district have rather bad ability to raise capital and have limited anti-risk capability. Thus in view of the current government’s financial limitations, the medical institutions can only identify the compensation standards according to the level of fund-raising on the premise that the total charges of compensation is lower than the total amount of the funds. Fourthly, both reimbursement of medical care and salvage treatment are rather poor which are mainly reflected in the large difference between the Wujiang District’s rural cooperative medical system and the medical insurance system for urban workers. The fifth aspect is the problems of the medical institutions, while paying attention to the interest of their own; they confront a dilemma in choosing the designated institutions. And sixthly, problems of sustainable development have become more obvious. The local government of the district has confronted more and more pressure gradually along with the increasing of the level of fund-raising and the implementing of classifying the free personal expenses of the special populations into the medical insurance.According to the above mentioned problems, this thesis proposes several suggestions to improve the rural cooperative medical care system in Wujiang District including introducing professional talents and providing specialized technical training for the existing personnel to enforce the construction of talent team; establishing stable mechanism of fund-raising by merging the township fund into that of the district; devoting more efforts to the assessment and supervision through making the government affairs more transparent and having examination toward the personal post responsibility system; accelerating the merging of the new rural cooperative medical care system and the medical insurance system for urban workers to bridge the gap between them; improving the designated medical institutions in Wujiang District through strengthening relevant construction from various aspects and establishing a sound cooperative medical care support system by taking the governments, farmers, cooperative medical management and service institutions into account. Aiming at offering several considerable suggestions for the governmental decision.
