Research On Efficiency Evaluation Of Forestry Enterprises In Wumahe Forestry Bureau Based On The Stated-owned Forest Tenure Reform

The Yichun state-owned forest is one of China’s most important state-owned forest, who has made an important contribution to the country’s economic development. But over the years, the Yichun state-owned forest overloaded the transportation for the state’s mission. It has severely damaged its original forest structure, seriously affected the stability and development of the forest ecosystem. In addition, Yichun has long relied on a single forest economy pursuit of economic interests. Its economic industrial structure is single.So the forest workers also fall into a state of poverty with the passage of time. State-owned forest ecological environment crisis has seriously affect the sustainable development of state-owned forest area, and became the main factors to limit the develop of regional economic and social development.Under the jurisdiction of the Yichun Forestry Bureau, Wumahe Forestry Bureau has the same difficulties and problems with the Yichun Forestry Bureau. the Reform of Chinese State-owned Forest Property Right System fundamentally changed this predicament, and achieved the sustainable development of state-owned forest, improve the quality of life of the forest workers, and maintain the ecological balance of the forest. As one of the five pilot, the study of Wumahe Forestry Bureau has its positive significance and important research value.This paper first applies the theory of technical efficiency, theory of modern property right as well as combination of production factors theory and Farrell economic efficiency theory. Based on the theory, it carried on detailed analysis and discussion about the problems which the Wumahe Forestry Bureau caused for many years. Then it obtained the urgency and necessity of the Reform of Chinese State-owned Forest Property Right System. This paper also summarizes the problems in the reform based on the analysis about the reform. The paper takes the Wumahe Forestry Bureau for example, it analyzes the change between the before and after the reform of the Wumahe Forestry Bureau through the use of DEA(data envelopment analysis). It concluded that the effectiveness of the Reform of Chinese State-owned Forest Property Right System. To find out the factors that influence the efficiency of the forestry enterprises,the paper analyzes the factors that may influence the efficiency through the method of Tobit.Furthermore, the paper puts forward policy recommendations that can effectively improve the efficiency of forestry enterprises.Lastly, this paper put forward some advices for how to push on the forest property right reform.
