In2012,affected by slow domestic and world economical development, domestic Steel Enterprises are facing over-capacity of production and high financial costs, the steel industry stepped into recession. While Steel Enterprises have a bunch of problems in business, many proposed reform in Steel industry. Strengthening enterprise management and enhancing the market competitiveness become the goal of Steel Enterprises. Business Restructuring, model improvement and cost reduction have been the trend of the industry. The NG Enterprise have been reducing costs in producing, purchasing, technological process, inventory control and sale, in order to improve the core-competitiveness of the Enterprise. Purchasing cost has been always the most important thing, how to cut the purchasing cost influence the enterprise revenue. Cutting purchasing cost and improving purchasing management is the main measure to cut the supply chain cost and to improve the Overall efficiency.This text is based on supply chain management theory which is combined with the author’s practical work experience by analyzing the replacement supply management of big Steel Enterprises. Taking the NG Enterprise for example, I summarized the main problems in replacement supply management and made some improvement opinions on information system of the replacement purchasing management, purchasing measure, supplier management, inventory control. And further got some research production which can be used by other Enterprises in reality. This paper first reviews the theory of supply chain management and procurement, analyses the difference of procurement management in supply chain under purchasing and traditional purchasing management, provide a theoretical foundation for the study of NG company’s procurement management of spare parts; Secondly, through the analysis of the purchase mode and operation status of the management of NG company, points out the problems and reasons existing in the spare parts purchasing management of NG company; procurement management information system design is not perfect; material coding management is very confused; the procurement process lengthy; Ignore the strategic cooperation relationship with suppliers, Inventory backlog of serious phenomenon, Slow capital turnover and other major issues. On this basis, using the theory of supply chain management, put forward the overall design and optimization strategy of system spare parts purchasing management of NG company. Separately from the procurement management information system, spare parts classification and purchase strategy, supplier management, inventory management four aspects to optimize purchasing management system of NG company, the ERP data module and electronic procurement information system to realize the integrated control of enterprise internal and external supply chain management automatic docking, spare parts procurement optimization strategy, the supplier selection and evaluation method and Inventory management optimization.
