Research On Evaluation For Technology Innovation Capacity Of Industry Based On The Patents

Competitions between countries or regions are manifested in the form of industrial competition, technological innovation plays an increasingly crucial role in the economic and social development, and industrial technology innovation capacity is an important part of the industrial competitiveness.First of all, we found that there is variety of evaluation points from the evaluation point of view, such as innovation process, two-dimensional systems, industrial commonness, economic efficiency, patent information and so on. Besides, each point focuses on a different research direction and has its own advantages and disadvantages. However, regardless of the evaluation point of view, they are all in order to describe the capability of industrial technological innovation accurately.Secondly, on the one hand, we summarize from the existing research to sort out similar evaluation framework, which indicates that scholars have reached a consensus on the framework of the evaluation system; On the other hand, strong subjectivity and poor practicality is prevalent defects of all kinds of evaluation system, which became the main problem that need solve in the research. Patent information, which is strictly censored and high value, quantitative data and easy to access, and has mature analytical method, is considered to be a suitable method to solve these two problems. Although the previous scholars have discussed this topic, the research just gets to start. The use of indicators and analysis are relatively simple, and they have yet built a complete evaluation system. Therefore, the value of patent information in the industrial technology innovation ability evaluation studies needs explore deeply.Thirdly, after detailed analysis through the framework of the existing mature evaluation system, it is found that evaluation method of using patent information can comprehensively descript industrial technological innovation capability, and patent indicators can avoid the problems of strong subjectivity and poor practicality. Therefore, according to the mature evaluation index system framework, on the basis of existing patent indicators, and combined with the demand of industrial technological innovation capability, to set up some new evaluation indicators and build an evaluation system entirely based on the patent. And then use the AHP and expert scoring method to empower the index system.Finally, we choose the pharmaceutical industries of Sichuan, Shan’xi and Yunnan provinces which have the similar level of development and significant technological innovation as empirical research objects, and confirmed that the evaluation system does have a fully quantitative data and can be practical in the practical work.
