Research On The New-pattern Social Insurance System For The Aged In Rural Areas Of China

Since the innovation and opening of China, in order to develop the economy as soon as possible, and to speed up the process of industrialization, the spirit of urban first and rural later is always reflected in national system design and arrangement. In the long run, in our country, the typical dual economic structure had been formed. As known to all, China urban development including the economy and other respects is obviously better than the rural, especially to the social security. With China’s rural ageing population problem growing seriously, the rural population’s endowment problem becomes more and more pressured. What’s more, in the process of harmonious society construction in China, and under the crucial strategy to coordinate the development between rural and urban, the rural society endowment insurance system construction as the important part of rural society system is becoming more and more important.Firstly, this paper studied the theoretical origin of rural society endowment insurance system building from the theoretical perspective, including Marx thought of social security, the social justice theory, welfare economics and aging population study. In addition, defined the government’s responsibilities in rural society endowment insurance system; Secondly, the paper briefly reviewed the process of China’s rural society endowment insurance development, and then introduce the new system. The paper analyzed deeply on the contents and characteristics of new system, and summarized the problems in the course of its operation. The paper also had a visit to the three foreign endowment insurance type countries, including pay-as-you-go system of Germany, welfare of Sweden, compulsive deposit of Chile and Singapore, the paper analyzed their characteristics of social endowment insurance system, and put forward the available suggestion to China government for reference; Finally, based on the analysis between our country’s new rural society endowment insurance system and foreign countries’system of rural society endowment insurance, the paper advanced its policy suggestion to our country new rural society endowment insurance system, including:build the legal system as the guarantee, perfect the details as the key, play the government functions as the necessary, maintain and increase the value of capital as the target, and construct grassroots as the foundation.Of course, it is always a gradual process in any system improvement; China rural society endowment insurance system is the same thing. Along with the changing of the specific situation, such as economics, policy and other factors uncertain, China rural society endowment insurance system still needs more adjust and perfect. In view of the primary socialism construction stage of China, and industrialization and urbanization level has not achieve a higher stage, it will be a long trip to establish the integration of urban and rural areas of social endowment insurance system.
