The Design And Implementation Of The Intellectual Property Management System For Chongqing University

In recent years, with the continuous progress of China’s science and technology, economic construction is developing rapidly, and with continuous improvement of relevant policy, China’s IPR(intellectual property rights) protection work has made great progress, but still exists many practical problems. However, the Chongqing University’s efforts to manage and protect IPR are not enough, resulting in a lot of scientific achievements have been used for free in various regions, causing incalculable economic losses. Meanwhile, due to the weak sense of property rights, Chongqing University did not establish a sound IPR protection agency basically, the rules and regulations for the management of IPR are not yet perfect, which directly and seriously impact on the enthusiasm of researchers from Chongqing University.The design and development of this system use SSH framework technology, the framework of the whole system can be divided into three layers, presentation layer, business layer and data persistence layer, after integration by SSH architecture, these three layers can be taken their full advantage, which greatly reduce the coupling between the layers within the framework, improve the reusability of each group, and make for maintenance and expansion of system functions in the follow-up work. The presentation layer is achieved by the use of Action class belong to Struts in the system development, and is responsible for collecting the request information by the user, and returning the results; the business layer is the core of the whole system, and is achieves through the Spring framework, and it is used for integrating the overall framework of the system; data access objects form the data persistence layer, and it is responsible for basic operations in areas, and is implemented by the Hibernate framework, which can achieve operation of the database data.Chongqing University IPR management system mainly achieves the management of patents, costs, tasks, systems, and knowledge base related to intellectual property. Patent management achieves patent application, patent application inquiry, patent agency, patent maintenance, patent use, patent assessment, patent infringement, patent base management, etc.; cost management includes patent fund management, patent award management, public expense management, annual fee management, agency fee management and other cost management; task management achieves program task, payment task, bonus payment task and custom task; statistical query achieves functions of patent statistics, annual fee statistics, public expense statistics, agency fees statistics, patent use statistics, custom reporting and comprehensive inquiry; knowledge base management achieves functions of classification of knowledge, knowledge acquisition and storage, knowledge management, knowledge sharing and knowledge portal functions.The results showed that after being put into operation, the system can maintain its stable performance to help the relevant departments of Chongqing University to do the management work of IPR, thus saving a lot of manpower and material, and greatly improving the efficiency of the staff.
