With the deepening reform of China’s tax regime, the information of both sidesof the taxpayers and authorities grasped by tax authorities itself cannot meet thedemand of the tax administration. Getting the third party payment information fromother agencies and departments in order to manage the tax sources auxiliary is of greatsignificance to improve the quality of tax collection.In developed countries such as America, software of auxiliary tax managementby the means of collecting the third party payment information has been relativelymature and widely used. In our country, this kind of software is still under researchand trial and being developing. Some tax bureau and related government agencies arecarrying positive exploration on the field and achieved somehow. The work of thispaper is part of the work carrying out in the local taxation bureau of Jilin province inthe acquisition of the tax-related third party information.The main problems confronted with the third party payment informationcollection software are how to obtain tax-related information from numerous taxrelated third party, how to identify the effectiveness of a wide variety of data, how toprocess a wide variety of data to make it eligible once applied in the tax management,how to make the system open to make acquisition range be expanded. Exploring allthe third party tax-related information acquisition software of various provinces andcities over our nation, we find that common existing problem are the degree ofautomation is not high, data utilization rate is not high, acquisition range is immutableand difficult to expand.Aiming at the problems above, the author thinks that the key to solve the problems is how to design the information acquisition method and how to design thesoftware structure. In the early period of software development, dealing with objectsunder process and undertaking full analysis at processing procedure is demanded.Designing scheme and software structure reasonably aiming at information gatheringway and steps after fully considering the related hardware and software and thepresent situation of the network environment is recommended.In the third-party tax-related information acquisition software developmentprocess in Jilin province local taxation bureau, first of all, according to the establishedcollection scope, the author carried on a thorough analysis of the data to be collectedfrom form to content. On the basis of combining with specific rules between all kindsof third party payment information and internal data, he carried on the classificationand gathering information and hereby proposed preliminary design scheme of thesoftware sampling mode. For the realization of expandable acquisition range, theauthor puts forward adopting strategy pattern of classic design pattern to designcollection procedures. These solutions are adopted. Software acquisition module isvery designed and implemented according to these solutions.Jilin province local taxation bureau third-party tax-related informationacquisition software uses the template information acquisition pattern to standardizedata content and form, provides a unified and general OLAP interface in taskmanagement way, so as to solve the difficult problems in information collection,identification and sorting brought by data diversity. The software identifies the datavalidity by the means of undertaking multiple comparison and analysis between databoth in and out the tax system and the combination of artificial and automatic mode.On the structure design, we use the factory pattern, the builder pattern, strategy patternand so on the many kinds of classic design patterns and make every effort toimplement the interface openness which makes it convenient to collect data in a larger scope.
