With the changes of warfare and the environment in the information age, military modernization has entered a dual development track of mechanization and information technology, especially in continue expanding the military branches, commanding a wider range, increasing the amount of information, to improve the performance of military command imminent. The level performance of military command depends on the level of military command system functions, while the operation document is the main way for commanders and levels of headquarters to link and control command object by the military command and automation systems, directly affects the efficiency of the command. Integrated command and control system for networked collaborative operational requirements, and improve the effectiveness of military command, the paper’s main research is the key technologies of operational document to understand, including Semantic Web technologies, ontology, semantic matching technology and natural language processing technology. The appearance of Semantic Web for this research provide a new focus and direction, it exists a huge expectations and demand for current web-based knowledge sharing and exchanging, and it is also a difficult and hot topics in the research of information technology, so applying the semantic Web technology to operation document’s understanding has important value and significance.This paper will apply ontology technology the field of command automation system, ontology provides a way to resolve the understanding of operation document between the different branches military of the command system and completes the representation, sharing and reuse of knowledge. This article presents an ontology model in the field of military, take use of ontology editing tools protege software to build this military ontology oriented operation document, including the accepted terminology in this field and the relationship between the collection of terms, which greatly promoted and implemented the sharing and exchange of different structures data. Combined with database technology to operate these relationships in ontology, consists of two parts, one is calculating their similarity which based on the upper and lower relationship between the concepts, can facilitate the exchange between similar data; Second, reasoning the relationship between object attributes to get new the relationship, expanding the association of the terms in ontology. With the above data manipulation, we put a number of different operation instruments segmentation results are matched with the semantic ontology to obtain the integrated values of similarity and correlation between each two segmentation results, and the highest average of the values will be the most optimal segmentation results, during this period the words are added semantics. Finally, the optimal segmentation results with semantic will be instantiated, which extracts the main information of instrument, and presents the results in the form of data records.The main findings of this article, including a domain ontology military, an improved semantic similarity and correlation algorithm based on domain ontology, design and implementation of the prototype system which base on understanding of operational document, and testing the system, test results is good. The system will improve the level of understanding of operational instruments automatically and intelligently, and play an important role in the realization and widely application for the Semantic Web.
