With the continuous development of mobile internet, demanding of the mobile information increases steadily. The rapid growth of mobile communication system traffic sets a great demand on network capacity. Wireless communications network size will become even greater. Network will become more complex, larger, diversification service. The problem of discrepancy, which has hindered the development of communication network. In order to save those problem, It is a common trend for network integration. The technology of heterogeneous wireless integrated network can bring into play their respective advantages and realize the function supplementary. To provide users with the best Internet access service. So the research of heterogeneous wireless integrated network has great academic value and broad application prospect.The realization of the integration in the heterogeneous wireless network is a complex and huge project, Involved in network integration architecture, mobility management protocols, network switching technology, etc. It is an important research topic to achieve network convergence for network switching technology. Switching algorithm is the key to ensure the network switch. How to design efficient handoff algorithm and effective handoff mechanism is still a remaining issue. In this paper, A Common Model for Access Selection vertical handoff and network selection algorithms has been proposed. This primarily work and achievements of the paper is as follows:1. A Common Model for Access Selection has been designed, After the Structure of Access Selection has analyzed.2. There are some problem for multiattribute handover decision in heterogeneous wireless networks. Just like Different types, single or one-sided decision attributes. A multiple attribute decision making has been proposed base on the analytic hierarchy process and two dimensional cost function weighting method. It has the preference of low complexity and less communication costs for mobile terminal device. It also can be used in different types, The algorithm has the accuracy reliability.3. The TOPSIS was used multiattribute handoff decision in heterogeneous wireless networks. But there are some different between acquisition parameter and Judgment matrix. In order to improve the problem, the TOPSIS algorithm is improved, The rule has been built between acquisition parameter and Judgment matrix, and the positive and negative ideal solution was been optimized. Not only do the TOPSIS algorithm ensure accuracy, but the algorithm computational complexity can be simplified.In this article, The main research is the algorithms of vertical handoff in Heterogeneous wireless networks. After the reach of the influence factors of access selection and the analysis of business type, A multiple attribute decision algorithm is proposed, and the TOPSIS algorithm is improved for the problem of multi-attribute decision-making. Experiments show that algorithms are feasible, effective and reduce the equipment cost. There are a lot of theoretical significance and wide application prospect for the research of the algorithms of vertical handoff.
