Under the background of the modern market economy, the economic situation is fast changing. In order to cope with the increasingly fierce competitive environment, companies must seek breakthrough from their own research, marketing, production and purchasing and other aspects, to reduce operating costs and improve the economic returns.According to the statistics, the purchasing cost occupies a large proportion in enterprises especially in manufacturing enterprises’operating cost. Therefore, improving the level of purchasing decisions can effectively improve enterprise’s whole competitiveness facing the huge challenges.Moreover, due to the customer requirement being personalized and upgrade of products speeding up, variable mass production mode with the operation philosophy of basing production on sales prospects is adopted by more and more enterprises, which is the trend of The Times. However, it also brings great difficulty and risk to decision-making for the procurement, mainly reflected in the crossover material requirements on amount and time, forming the multi-period purchasing decision-making problems. Consequently, more research on multi-period purchasing optimization decision problem has very important practical significance for enterprises.To study multi-period purchasing optimization, this paper talks about it by the following steps:first, starting with the study of the purchasing optimization theory, it analysis the key point in each purchasing link and input and output;according to domestic and foreign scholars’research achievements, aiming at the problems thattime frame of material requirement is numerous, length is different and demand changes frequently,variable mass production mode number length different and other issues, and put forward its own research ideas, which divides the entire purchasing optimization process into four big modules, which is establishiment of supplier evaluation index system, selection of optimal supplier, demand time division and order optimization decision-making.Second,for each module, the paper establishes corresponding model, on the basis of theory and making some improvement and fusion, and examines the model by practical example. Finally, it uses visual studio and SQL server and other tools to develop the purchasing decision support system on the.NET plat form, and realizes the informatization and automation of the model’s building process and calculation process, which provides technical support for enterprises to make decision quickly.The main contribution of this paper:for the building of supplier evaluation index system’s scientific, it applies hierarchical structural model, and matches the dispersive evaluation index, forming a multi-level evaluation index system. After giving the index weight, it ranks the suppliers in the method of ELECTRE III. Then the paper puts forward using the knowledge logic inference rules to select the optimal supplier for the problem which method we should choose among all kinds of suppliers selection methods to rank the suppliers. There are required time crossover and required quantity crossover in multi-period material requirement. This paper takes ’day’ as the unit of material requirement time, superimposes the demand rates in unit time, and works out the plan of material requirement. Finally, targeting at the costminimization, it sets up a material order optimization model, which examines theorder optimization by practical example, taking themaximum cycle income method as a sample.Besides, by information technology, the paper digests the four parts of entire procurement optimization process, analysizes, design, develop and finish purchasing decision support system, which realizes the budget and control of cost and provides an implementation platform for procurement optimization decision.
