With the profound change of the archives management in the power enterprise, the deep-seated contradictions appeared regarding to the management and utilization of the archives versus the enterprise development. Meanwhile, the current archival research catalog could not meet the requirements of archives management anymore and the archive digitalization system selection has obviously become an urgent problem. While this is a multi-stage, multi-objective, and multi-indicator decision-making problem, also influenced by numbers of factors, there are three challenges that need to be solved:one is how to screen out the qualified digital archives management systems and exclude the non-excellent ones from the numerous alternatives; the second one is how to use a proper way to deal with the candidates versus each criteria; the third one is how to raise an assessment method to measure the candidates in order to help the decision makers select the appropriate one. In order to deal with these challenges, a comprehensive evaluation method is proposed by employing the combined quantitative and qualitative methods. The contributions of this paper can be summarized as follows:(1) The analysis of current situation of archives management and the archive digitalization system selection in the power enterprise. This paper firstly conducts an overview of the current situation of archives management and the archive digitalization system application status in the power enterprise, then with reference to the requirements analysis of software system, the system selection objectives, the users’requirements, the functional requirements and the non-functional requirements are analyzed respectively. Finally, the complexity of archive digitalization system selection is discussed.(2) The comprehensive evaluation method of the archive digitalization system selection for the power enterprise. The paper firstly reveals the procedure of system selection, pointing out that the problem is a multi-stage system selection procedure, and then the combined quantitative and qualitative method based comprehensive evaluation method is proposed. Meanwhile, the principle, method and steps of each stage are elaborated in detail. Of the given stages, the preliminary stage is mainly to filter out the unqualified and non-excellent archive digitalization systems by employing the qualitative method. The criteria processing stage is to handle the problem of qualitative criteria and get the ranking of candidates versus each criterion by using the combined quantitative and qualitative method. In the decision stage, a modified balancing and ranking method, on the basis of the ranking and balancing method, is proposed to evaluate the candidates. (3) The proposed comprehensive evaluation method applied research for Huaneng Dalian Power Plant. Under the guidance of the given method, the applied research is conducted in Huaneng Dalian Power Plant.The study shows that the preliminary stage can dramatically shorten the list of candidates, and greatly save the time and energy by focusing only on the least candidates. The criteria processing stage can well handle the problem of qualitative criteria. In the decision stage, the modified ranking and balancing method can well balance the relationship between feasibility and accuracy. The implementation results and user feedback indicate that the selected system can well solve the problems existing in the archival work and users are highly satisfied with the system and the provider. The study also has certain reference value and guiding role for the similar applying.
