The Design And Development Of The Budget Control System

Army finance is an important force in the logistics, because it has a direct relationship with the combat effectiveness of the armed forces. In order to improve the normalization level of military finance, preventing casual expenses and not working to a budget, we design and develop the budget control system.The system is designed under the guidance of the development of military finance in the new period and by means of modern computer technology. It consults the recent developments and search result about budget control both at home and abroad. Based on studying the existing financial system of army and combined with the actual situation and needs of units, it designed and developed a budget monitoring system, which is of mode C/S.This system includes5parts,such as basic information maintenance, budget management, financial management, report management and system, etc. This system can realize different approval authority to different leadership in the budget. The budget spending can be real-time monitored to prevent the emergence of overspend. This system also can provide the basis for the leadership to make decisions by forming an expense report.This thesis analyzes the implementation steps of budget monitoring. It was designed by using object-oriented technology, according to the software development demand analysis, outline design, detailed design, system implementation and system testing, etc. This thesis introduces the background and basis of software development, the main technologies and the main functions. On the part of Database design, this paper introduces the design of database table about this system in detail. On the part of the practical work, this paper introduces the actual running and operation of each module about this system. And takes the collection test aiming at the operational effect while system testing.The platform development environment of this system is Microsoft Visual Studio.Net2005. Its programming languages is C#.NET, background database uses Oracle10g, and the client systems is Windows XP system. It also installs NET Framework2.0environment.
