World-wide migration is characterized that people from different countries andvarious races immigrate to other countries. They live together and become diversecross-border ethnic groups. These groups are problematic to a nation, in terms of anincreasing impact on international relation, border security issue, and financialtransactions, etc. Inner Mongolia Autonomous Region, locating in the northern regionof China, shares an international border with Mongolia and Russia. Therefore,cross-border Mongols inhabit in all three countries. The majority of cross-borderethnic groups in the Inner Mongolia Autonomous Region are Mongols. In the world,there are10million Mongols in total, among which,5.81million are living in China(census of population in2000). Khalkha Mongols, being the largest subgroup (2.65million, July,2006), account for80%of the total population (2.8million) in Mongolia.Russia has approximately0.9million Mongols. As the majority of the ethnic minoritygroups, Mongols are mainly distributed in the Inner Mongolia Autonomous Region inChina. Whereas, Mongols are the majority ethnic groups in Mongolia. In addition,Mongols have their own politic entities in both China and Russia, such asAutonomous Region, Autonomous State and Republic. As cross-border ethnic group,Mongols in different countries have inherent similarities with respect to lifestyles,customs, historical roots, Language, culture and mentality, etc. Mongols in the InnerMongolia Autonomous Region, China and Mongolia possess the same culture,collective memory, and ethnicity. However, the emotional identification of Mongolsin Mongolia only limits to their own country due to the changes in20thcentury. Apsychological repellence is obvious existing among Mongols in Mongolia towardsMongols in other countries. Especially, such repellence is towards Mongols in theInner Mongolia Autonomous Region, who are not regarded as pure Mongols sincethey are influenced strongly by Han Chinese culture.
