In the network environment of the digital age, along with the World Wide Web and digitaltechnology applied in the library and publishing industry, the traditional model of libraryservice encounters impacts and challenges in the development process, the traditional role oflibrary as a collection of printed books and journals is in declining, the size of the librarycollection is no longer used to measure the standard of its service capabilities, the academicresources of the digital format is becoming the focus of library budget procurement. Scholarlycommunication is changing, publishers are in prices for the position of monopoly; the fundingis still not enough; the search engine company to entering in the field of academic search;readers’ habits are changing; these factors make the library face the issue of "marginalized" toa large extent. In addition, the development of open source publishing software greatlyreduces the technical threshold of library publishing services, the development of the openaccess movement provides an opportunity to the library to participate in scholarlycommunication, so as to promote knowledge acquisition and dissemination.The library needs to rethink and position the role and functions of the library to ensure thesurvival and development in the future. Foreign universities and public libraries are alreadyengaged in publishing services and play the role as a publisher. In China, the library alsoneeds to participate in the publication, so as to put forward three modes of publishing service,aim to provide reference and experience for domestic scholars and librarians.This paper analyzes and learns the theory and practice of publishing services of the libraryin abroad and Taiwan, then explore the publishing services for Chinese library. The paper isdivided into six parts:Chapter one is an introduction to explain the background of the topic, significance, andliterature review.Chapter two described the specific circumstances of oversea、Hong Kong and Taiwan librarypublishing services and publishing platform software.Chapter three summarizes the general information、reasons、opportunities and models of theoversea、Hong Kong and Taiwan library publishing services based on the content of Chaptertwo.Chapter four analyze and build our Chinese libraries publishing services with reference to theresearch in Chapter3. Chapter five aiming at the three publishing services mode to put forward in Chapter four suchas library and press as an organic whole、library cooperation with press and open accesspublishing, bring in the corresponding actual cases to analyze for the purpose of reference andimitation.Chapter6summarizes the content of this paper, and put forward the need for concerning inthe future.
