With China’s rapid economic development, social welfare undertakings have alsobeen rapid development. Helping vulnerable persons and management has become thenecessary measures for building a socialist harmonious society in China. Helpingvulnerable people in the cause of building a socialist harmonious society under thebanner of rapid development, all levels of government and public interest organizationshave as a priority. Therefore, how to improve the efficiency of the work of thevulnerable people management and helping staff the most attention of all levels ofgovernment and public interest organizations.The subject is engaged in the civil affairs department of Yixing management andhelping vulnerable people work as a research object, expand their business processes,organization and management, and ultimately the formation of the standardization ofbusiness processes in line with the civil affairs department of Yixing characteristics andefficient organizational management. This conclusion based on the combination ofmodern information management system development features, designed to meet theinformation management system data model of the civil affairs departments are engagedin Yixing vulnerable populations, system structure and function modules.In this thesis, with the theory of software engineering, database technology,network technology and object-oriented programming approach, design a morecomprehensive information management system based on network platform to achievestandardization of work processes, standardized management style, staff to enhance thelevel of business and work efficiency.
