The Research On The Management Model Of Electronic Records

Electronic records, as the main style of archives, are important guarantee in government efficiently servicing people, important resource in people getting information, important style in society accumulating knowledge and nation cultural heritage. Therefore, constituting scientific ERM model has an important impact on healthy development and orderly operation of a country. But in china, the beginning research of electronic records was very late and the regulations, policies and standards were malfunction. Separate management and acting on its own of local government were serious Phenomenon in ERM. The national government couldn’t sufficiently control for electronic records in macroscopic level. As a result, a large number of electronic records lost, irregular style of many electronic records, low level and repeat development of ERMS, inefficient utilization of electronic records.The thesis is based on the perspective of national ERM strategy. Through analyzing the maturational theories and domestic and overseas progress of ERM, The author tried to build ERM strategy framework and optimization model with Chinese characteristics based on strategic management ideas.This thesis is composed of four parts:the first part (chapter1), the author first elaborated the writing background of this paper, then stated ERM research status domestic and foreign, designed organization of the thesis, finally proposed the writing purpose and innovation points; The second part (chapters2,3), the author discussed the strategic management theories, electronic records management ideas and keeping means. Finally, described ERM national strategy; The third part (chapters4), the author analyzed foreign ERM national measures and the lesson we should learn, then analyzed our ERM model status using of the SWOT analysis; The forth part (chapter5) the author built the characteristic of ERM system and the optimization model, then put forward the optimization suggestions.
