Beijing Urban Community Problems And Countermeasures Of Library Services

As basis of Chinese public cultural service system, community library has been developed rapidly for recent years,and Beijing leads the domestic level. This paper select capital core area and expanding area for study, through field visits, in-depth understanding of their services to carry out the real situation. Currently, Beijing city community library basically established a service network based on streets, formed its own characteristics,and improve the management of service by information technology. But there remains some problems in practice, for example:service information is incomplete, the update frequency is too low; service establishments layout is uneven, lack of land;library resources limited in a single theme, digital resources construction is lagging behind, the activities lack of new ideas; service time is too short, lack of information statistics; lack of detailed service standards and assessment rules.By the methods of literature research, case studies, statistics and other ones, this paper analyzed both internal and external factors affecting the community library services. The internal factors include multiple of manage entities, urban grass-roots management system is in change, a variety of cultural and special projects lead redundant construction, uneven allocation of funds, lack of professional and stability personnel functions,oriented traditional management thinking hinder demand-oriented services.External factors include land resource constraints, the immigrant population surge in staff turnover, complex of urban space and the population, the slow process of library legislation, lack of community-level service specification rules, lack of understanding the value proposition of the community library, the development of mobile Internet has greatly affected the public’s reading awareness and habits.Based on the above factors, the author provides some suggestions for future improvement:establish a reader-oriented service concept, service orientation to achieve the equalization of differences of combination; service principal based on the collaboration build the idea of reforming the service system, more than one management entity,re-layout of service resources, expand the sources of supplies to ease the financial pressure, standardize the management of personnel and volunteers mechanism to enhance public awareness guide; promote public library legislation and to develop community level service specification rules; promote the development of library services by information technology.
