The cloud manufacturing theory obtains the development and attention withthe increasing of the individual needs of the users and the development of the cloudcomputing technology. The smart service platform for bilateral resource integrationservice is a kind of application platform which adopts the cloud manufacturingservice mode and the research of this topic is based on the smart service platform.The topic analyses the adoption process of application platform under thecloud manufacturing service mode, researchs the key technology about biddingduring adoption process based on the bidding, reasonably splits and mergersprocurement demand,finishes the aggregation of procurement demand.Simultaneously, the topic also should analyse the bidding evaluation step in thebidding business process,design a reasonable bidding evaluation mode, researchsome bidding evaluation models and the computational process of the biddingevaluation result.This paper designs and develops the platform of bidding servicebased on BIRIS-SSP on the basis of theoretical research, applys the research theoryon the platform of bidding service and makes it provide better bidding service forusers.This paper overviews the whole process of the system, analyses the functionalrequirement and the performance requirement of the system, puts forward theemphasis and difficulty of the technical research,which are the solution of splittingand mergering demand,bidding evaluation mode and bidding evaluation method.This paper emphasizes researching the key technology about bidding in achievingthe system, abstracts and describes the problem of splitting and mergering demandon the basis of analysing the problem,sets up the problem model and the constraintcondition, solves the problem of splitting and mergering demand in each clusterusing genetic algorithm after clustering demand using K-means algorithm andanalyses experimental results. This paper proposes the definition and thecomputational formula of demand threshold and demand difference degree inresearching algorithm. Furthermore, this paper also emphasizes researching biddingevaluation mode and the regulation descriptions of bidding evaluationmodel,designs the computational method and formula of the bidding evaluationresult.This paper designs the system based on the theory and technology aboutbidding,including analysing the system function, the overall design of thesystem,setting up the system architecture, the decomposition of the system function, analysing the state transition of bidding and bidding evaluation model,designing thesystem database,and so on. This paper achieves the platform of bidding servicebased on the system design, applying the content which the topic researchs in thesystem, introducing the procedure of achieving system in designing the class andfinishing the process,shows the result of system running and describes theapplication effect of the system.
