Government Reports Planning

As an effective way to develop news resource, improve reports effects, enhance mediacompetitive power, reports planning is always the compulsory exercises for many mass media. Inrecent years, as the government’s media literacy continues to improve, more and moregovernment departments recognize the necessity of respecting the law of news andcommunication, grasping the news reporting skills for improving ability of guidance, expandingthe propaganda effect. In the publicity work, they interact and communicate with the mediaactively, set the government agenda scientifically, from passive report acceptance to active reportplanning participation, which not only enrich the government news content and form, but alsograsp the initiative of news propaganda effectively.In this paper, based on the reports planning cases of “China Digital Culture Group”, I usemany research methods, including literature review, quantitative and qualitative analysis and soon,and analyze the concept of government reports planning from the main body, the targetobject, content, features, procedures and other aspects in detail, make the reports planning mainbody defined by a planning team combined by propaganda departments, operational guidancedepartments, experts and scholars and other main component in initiative. At the same time, Imake a comprehensive sort for the reports background, process and dissemination effect of“China Digital Culture Group”, on the basis of these analysis I summarize four key revelationsfor the government reports planning. First, the business sector should exert the initiative,involved in reports planning actively; Second, News and propaganda departments, operationalguidance departments and news media should establish positive interaction; Third, operationalguidance departments should improve their news literacy, most of whom should master the lawof news dissemination and political communication. Fourth, government should accumulatehuman resources, and establish reported resources, in order to protect the reports planning moreeffectively and last longer time.
