Since2003, China has implemented self-enrollment policy.In the last11years, the policy of autonomous enrollment is our focal point in the reform of higher education. It advocates a unified recruitment college enrollment system combining diverse recruitment model on the condition that people can have the right of equality, justice and enjoyment,which fully reflects the relative autonomy of universities. The Article starts with combing college admission policy history,and then analyzes the process of implementation of policy changes gradually from the "top down " to " up and down combination ". It is intended to emphasize the government’s decentralization and functional transformation, give the body more execution the right to self-enrollment, fully mobilize the policy-relevant stakeholders’s enthusiasm and get the public’s wide-spread support.However, the implementation of any policies needs to go through constant temper and self-enrollment policy is no exception.With the performance of university autonomous enrollment policy, issues such as the single examination and enrollment system,"hidden rules" layers of no group, damaged the interests of rural candidates, high school students’s lack of sense of integrity and low performance of self-enrollment are gradually exposed. The article based on public choice theory role in the implementation of policies, policy implementation dislocation theory by political actors resources, operational capabilities and value preferences tripartite factors presents the key factors of restricting autonomy of university admissions policies for the poor implementation which are respectively irrationality of policy, the conflicts of interest between the executive body, the poor executive system, inadequate policy’s execution resources and other factors. These factors make the policy twisted and far away from the original objectives.Then, the article summarizes some worth learning experiences on the basis of comparing the characteristics of other foreign countries’ self-enrollment.Meanwhile,in order to make our own admissions policy out of the woods, ensure equitable distribution of educational resources and proceeds from the interests of vulnerable groups, the author proposes to reposition the role of government, improve the implemental forms of the self-enrollment policies, build social integrity system, set up the protection mechanisms of policy enforcement and improve the effectiveness of policy implementation.Of course,it also needs to analyze the causes and learn the lessons.In a word, the article hopes that it can be helpful to the development of Chinese higher education in theory and practice though systematically analyzing and carding the reasons for these issues.
