In recent years, the worldwide energy crisis intensifies, the use of nuclear energy as a new energy accordingly entered a rapid development period. As of April2013, China’s eight coastal provinces have built13nuclear power plants (NPPs)(five runs, eight under construction). At present, China’s nuclear emergency management system, department of health at city level especially cities with NPPs are located in the city, emergency preparedness and response to nuclear accidents statutory functions are not yet clear, but the territorial management based emergency response requirements, making it an urgent need to participate in the national nuclear emergency management system. In addition, health emergency response capacity of city with NPPs to nuclear accident situation has not conducted a special investigation. This will be the first project for the Mainland of China NPPs located in municipal health administrative departments to investigate, to understand the situation, analyze problems and put forward relevant countermeasures. The findings show that these cities’ capabilities. and nuclear emergency preparedness work situation varies greatly. Overall,cities with NPPs in the operation work better than cities with NPPs under construction.However, faced with varying degrees of responsibility is not clear, the allocation of resources and tasks do not match, security system is not perfect. Based on the analysis of the survey, which cities NPPs are located proposed to attach importance to the city health department in the role of nuclear emergency by improving relevant laws and regulations, specifically the city of responsibilities and tasks and presents related work proposed measures for decision-making departments for guiding cities in the future when carrying out nuclear accident health emergency preparedness and response tasks.
