With the continued prosperity and development of shipping market, the number of watertraffic accidents is increasing. Although in recent years the level of management and supervisionin traffic accident was constantly improved by the maritime sector, the rate of the water trafficaccidents remained at a high level, resulting in heavier rescue mission tasks and more rescuerequirements, and also more and more complicated situation which the rescue departmentsshould handle with. As the intersection of the Yangtze River and the Beijing-Hangzhou GrandCanal, ship density of Zhenjiang city is high. According to the characteristics of Zhenjiang’swater accidents, this paper carried out the research of water search and rescue emergencycommand management system for local maritime bureau of Zhenjiang city.Drawing on the experience of the emergency management about the maritime search andrescue at home and abroad è the paper investigated the user requirement based on the actualsituation of Zhenjiang. Firstly, the goal of the system is determined and the demand of the systemis analyzed, which contains the user object requirements, functional requirements, andperformance requirements analysis. Then the system is integrated designed, which contains thesystem development platform selection, system hardware and software configuration and thenetwork configuration, system logic code system design, system network architecture, systemarchitecture, function design of each subsystem, etc. Moreover, the system is detailed designed inbusiness processes, modules, and system structure, based on which the database is designed,covering water resource, the key object library, emergency resource library, system businesslibrary, and at the same time the logical table structure of data layer for achieving specificbusiness functions is designed. Finally, based on the EV-Globe platform, water search and rescueemergency command management system for local maritime bureau of Zhenjiang city isdeveloped by B/S pattern with C#.After completion of the system development, local maritime bureau of Zhenjiang city putthe system into use, the result of which shows that the system successfully realizes digitalmanagement and3D display of maritime project resources, dynamic monitoring of vehicles andships, early safety warning of water traffic, command scheduling and analysis of accidentemergency response, etc. Thus, when confronted with water accident, Zhenjiang local maritimebureau can timely receive alarms and warnings, accurately position water accident locations,form scheduling plan, carry on the overall scheduling command, improve emergency responsespeed for water search and rescue, thereby enhancing the ability of facing the water emergency,protecting citizen’s life and property security maximumly, and promoting the economic development of Zhenjiang.
