From June2009to February2012, three national files include Guanzhong-Tianshui Economic Zone Development Plan, National Main Functional Zones Planning and Twelfth Five-year Plan of the Western Development are set up and calling on the rapid development of Xixian New Area, which all providing policy guarantee and specific requirements. In June2011, Shaanxi Provincial Government approved the Xixian New Area’s Master Plan, thus the Shaanxi Provincial Party Committee and the Provincial Government adjusted the development system to a Provincial-Municipal co-concstruction but led by the provincial Government system. The previous Shaanxi Xixian New Area Construction Promoting Office is adjusted to the Xixian New Area Party Working Committee and CMC, which are directly under the jurisdiction of the Shaanxi Provincial CPC and Government and are responsible for the construction and development of Xixian New Area. And it has the provincial-level development rights in the fileds of the economic management, planning, land resource, constrction, environment protection and other administrative permissions. It has the municipal-level rights in the fields of implementation of major projects, urban and rural areas integration development, plan implementation and some of the social administrative issues.After one and a half year’s development and construction, the existing system played an important role in mechanism, which vigorously promoted the Xixian New Area’s development and construction. But it is still far from the expectation of all the aspects including Xixian New Area itself. The problems that the appvoved national-level New Areas existed before still exists in Xixian New Area now and are inevitable. In the long run, it will not match if approved to a national level new area and the future mission that it will carry on. Before becoming a state-level new area, Xixian New Area has a lot of things to do, especially in the development of the functional orientation in the mechanism system, institutions and other issues. These are the core problems, greatly restricting the development and construction of the Xixian New Area.The current problems of the Xixian New Area are:Firstly, its function and institutional Settings. The internal working departments of Xixian New Area CMC does not match to the executive vice governor of Shaanxi being its director-general. At the beginning when established in2011, there are only three director’s level departments under Xixian working Office, namely one general office and two bureaus. Then at the first half of the year2012, it gradually established "four centers". One general office and two bureaus were taking over from the original Province Xixian Working Office, at present its personnel is less than60, but with very heavy work duties. Some fuctions are not clear or mutual crisscross; from the outside world it is more like a redundant "mother-in-law" than being a dynamic, efficient and opening up new area. Under its jurisdiction, there are five new city management committees, with each internal institution more than10, the staff from100-300people, much more than Xixian New Area CMC. Secondly, in the fileds of the development and construction management fields, the five new cities begin to compete unfairly for their own political achievements. The heads of the five new cities are also the vice head of Xixian New AreaCMC. The Xixian New Area CMC and its internal departments cannot effectively supervise and evaluate the five cities’performance. The Five New Cities appeared to compete unfairly. Thirdly, from the perspective of the Five New Cities, there is quite a lot development difference. Due to their development time order and the beneficial effects of the original system, the Five New cities are different; the development foundation of the original two is much better than the three new ones in the supporting infrastructure,so is the development speed. Fourthly, thera has the mechanism system difficulties, especially lack of administrative functions. Xixian New Area has a powerful economic strength, but lack of administrative and social management function, particularly in the field of public service investment. Lack of dislocation and functions of the public service, infrastructure etc seriously lags behind its economic development. Lack of administrative power may lead to the limited development of area economic development. It is quite difficult to demolish and relocate on requisitioned land. Fifthly, influence to the investment promotion and capital introduction. The process of the new investment projects involved to Xixian New Area, Xi’an and Xianyang’s interests, mainly for the share of land benefit. There is no solution at present. While in the near future, there will find a solution, but obviously in the short term it cannot. Three parties involved need to discuss. If it is improperly solved, all these districts under Xianyang and Xi’an may not cooperate well with Xixian New Area, even will not support.Xixian New Area CMC urgently need to be in accordance with the principle of "small government, big service", to establish a new mechanism of the all-new personnel placement and introducing efficient management organization, so that to shoulder the dual great missions of explorating regional economic development and the innovation of government management system. Therefore, around the above background, this article launches the research, argumentation and summaries of the domestic existing experience, combining the reality of Xixian New Area, hopefully to find the development paths and resolutions for Xixian New Area. Especially to clearly define the service functions for its departments and emphasise that enhancing its management and deepening the cooperation will lead to its further opening and fulfilling of its strategic and great missions.
