From the institution of Public administration, it is always questioned that whetherthe subject of public administration is independent itself.After the Second War, thingsgoes worse. Public administration faces more and more serious problem of identitycrisis. Traditional bureaucratic administration paradigm ignores many “big issue” on itsown subject and it is not an efficient way to solve specific technical matters. Especiallyin the1960s, most of western administrative academic schools attempt to replacebureaucratic administration.American scholar Vincent Ostrom reviews the paradigm of administration bySystem analysis and Public Choice. He argues that the bureaucratic administration is notthe only choice, democratic administration also can be the alternative. Early in theAmerican, Federalist and Tocqueville establish democratic administration. By recallclassical political theory of Hobbes and Federalist, Ostrom offer a new parasitismnamed democratic administration.In Ostrom’s view, it is a paradigm revolution for public administration to transformfrom bureaucratic administration to democratic administration, which also means thatwe achieve administrative democracy. It is also a perfect way to solve the problem ofalienation of public power. Moreover, his critical analysis of bureaucratic administrationhas an important enlightenment on the study of public administration.
