Early in theAmerican, Federalist and Tocqueville establish democratic administration. By recallclassical political theory of Hobbes and Federalist, Ostrom offer a new parasitismnamed democratic administration.In Ostrom’s view, it is a paradigm revolution for public administration to transformfrom bureaucratic administration to democratic administration, which also means thatwe achieve administrative democracy. It is also a perfect way to solve the problem ofalienation of public power. Moreover, his critical analysis of bureaucratic administrationhas an important enlightenment on the study of public administration.
