Objective:to investigate food safety supervision institutions systems of Hunan Province in2011, to study important reasons that affect the food safety system, to put forward policy and suggestions, to provide the theory basis for food safety policy, and deepen the food safety management system reform, to speed up food safety system construction.Methods:From January to December2011, the provincial level,14cities (state) grade,96county (city, area),121a county (city, area) class food safety supervision institutions were investigated by means of consultation, current literature investigation, field investigation, in-depth interviews and other ways, descriptive statistical analysis were made about the objective description and main factors absolute number, mean differences and its components, the results were compared with national level.Results:Accroding to the Food Safety Law of The People’s Republic of China, after having completed food regulatory functions to delimit from January1to31December2011,there are121institutions with the Hunan provincial level,14cities (state) grade,96county (city, area) service food safety supervision institutions and health supervision institutions in Changsha city. The place class institutions accounted for0.8%of the whole province administrative levels; the proportion of the department institutions is12.0%; the associate department institutions accounted for0.8%; join-stock institutions accounted for86.0%of the whole province. Administrative law enforcement institutions of the provincial totally have48.8%, with49.6%full public institutions, and other properties of the institutions accounted for1.6%.The approval of the total number to1203, provincial institutions accounted for1.3%, city institutions for12.1%, county district institutions for76.6%. Believing the province is a total of1128personnel, including provincial agency believing all, municipal agencies believing rate was98.2%, the county district organization believing rate was97.0%. In the provincial organizations, civil servants accounted for13.3%, the business of86.7%; The municipal organizations, the establishment of the civil service is occupied by35.6%, refer to civil servants accounted for46.0%, the business of16.0%, other2.4%; County district organizations, civil servants12.5%, refer to civil servants accounted for35.2%, the business of41.6%, other2.9%.Provincial agency regulatory professional accounted for83.3%, with those logistics personnel11.1%, demobilized soldiers0.6%; The municipal organizations, regulatory professional83.2%, those logistics personnel accounted for11.1%, demobilized soldiers accounted for13.8%; County district organization supervision in which professional technician accounted for85.0%, those logistics personnel accounted for5.1%,9.8%demobilized soldiers. In provincial agency, master degree is occupied by20.0%, and bachelor degree is60.0%, junior college degree in accounting for20.0%; The municipal organizations, including3.7%master degree, there are63.2%bachelor degree,23.9%college degree,9.2%below and the technical secondary school; County district organizations, master degree is occupied by2.1%, bachelor degree is occupied by36.4%, college degree is occupied by41.9%, the technical secondary school and the following accounted for16.1%.In the food regulators, senior professional title is0.4%, associate titles accounted for2.6%, intermediate titles accounted for25.5%, primary title accounted for26.7%; In the food regulators, It contains4.3%at less than25age,31.7%at the range of26to35age,40.3%from36to45age,20.1%from46to55age and more than3.6%of56age; In the province of food regulators, the leading position of the11.7%, section chief or deputy section chief position of the27.8%, general Stock clerks accounted for60.5%; The entire province food service institutions average supervision coverage is122.0%, the average coverage of the municipal agencies is83.7%, the average coverage of county district organization is124.9%. The enforcement cars of the food service institutions of82vehicles, a computer total676sets, cameras were18, video cameras were54, testing instrument total104sets; In the whole province from January1,2011to December2011to31,2048file total during a,1863a case, no administrative review and administrative litigation. In the January1,2011to2011to31December, it has trained for the regulatees62775person-time.The food regulators were business houses with a total area of21248m2. In the food regulators ownership of houses,62.0%are the unit,12.4%are temporary loan,19.8%are rented,5.8%are other properties of the ownership of the house. The food regulators in the fiscal2011total funding is85.18million yuan, including provincial institutions accounted for5.6%, city institutions accounted for24.6%,69.7%of the county district organization. The whole province in2011catering regulators accumulative liabilities is a total of22.16million yuan, with special institutions accounted for34.5%, county district institutions accounted for65.5%.Conclusion:1. There are certain development of Hunan food safety system after2-year supervision and construction. Provincial, city and county level food service food safety supervision system were initially established.2. Hunan food regulators’setup has no unified regulation, the functions of various regulatory departments are not very clear.3. Problems exist in catering management①Owing to the lack of government’s input, most of the food safety supervision institutions are facing existence dilemma.②Food regulators have huge workloads and infrastructure constructions lag behind, while equipments are backward and unable to bear heavy health supervision tasks.③The mechanism of Food safety supervision system is not smooth and its duty is unclear.④Part of the staff only own secondary school education or below degree. Most of regulators are not professional, while the quality of the professional team needs to be improved.⑤The numerous problems in food safety supervision system are contributed to the imperfection of relevant national system.
